He was the principal author of the new Australian Building Manual Guideline in conjunction with the Strata Communities Association and Engineers Australia. The Guideline sets out the acceptable standard for the content of a Building Manual at project handover and responds to the Building Reforms in the Shergold Weir Building Confidence Report. In addition Stuart’s development of the MPlan condition assessment methodology has enabled clients to reduce the costs of regular inspections and development of long term asset plans by up to 75%. Every NZ school utilizes this approach covering over 25,000 buildings. Stuart’s philosophy is “complexity is a result of incomplete development”.
